Funky Sizing in <EMBED>vs <OBJECT> tags

Has anyone else had a problem when using an <EMBED> tag inside an <OBJECT> tag.....Both tag Parameters are set to display at 100%, but the embed tag seems to ignore the 100% and always displays swf in a small fashion...this can be over come by picking a fixed size to display the swf in the <EMBED> tag but this isn't quite as eloquent an approach.
