This can be done in Flash in 2 diffeent different ways neither are as
responsive as real cursor replacement.
1) Create a matrix of buttons with invisible Up states.
See my Christmas 97 animation where I use over 700 Angel buttons.

2) Nested Movie Clips can be used to create a follow the mouse effect.
This uses 4 or more buttons to coral the mouse to the current mouse
position.
This is less responsive than the button matrix but uses less bytes.
See Score 1 Tutorial http://www.FlashBible.com/ This is used in
combination with the drag effect in Steps 1 and 3. Hint don't drag
directly to Moses to see the follow the mouse effect.
