Flash doesn't really have draggable sprites like that. One way I've seen
people give the illusion of such a thing is to have many instances of a
button on the screen, where the graphic appears when the mouse is over the
hit zone. This isn't as fluid as as actually having a single graphic follow
the mouse, but it's a way to achieve similar goals entirely in Flash today.
(People routinely use custom cursors or follow-the-mouse graphics in
Shockwave, if the design absolutely requires this feature.)
