FLASH: changing background color

I have a basic question about changing background color.  I realize that you can draw a rectangle and fill it with another color to change the background.  My problem is(and it may be something really obvious), I want to make sure that the new color fills up the browser when/if the browser is rescaled.  Every time i do it, it makes a rectangle but the original movie color is what fills in the browswer if it is scaled to %100 width and height.  What am I doing wrong?  I have filled a huge rectange before that is much bigger than the Work Area and that doesn't seem to help.
