No, you must handle this within the Flash movie by using If Frame Is loaded
to create a loop that exits (plays forward) only when enough of the movie
has loaded to stream smoothly.
Another option, if people will be spending some time on an HTML page before
getting to the Flash content, is to load the .swf into a 2x2 pixel area
(NOT 1x1) as soon as possible. Then it will (hopefully) already be in the
user's cache when called to play in a visible window.
