No, the GIF palette in the bitmap program such as Photoshop or
PaintShop.

No, The Zero Index (the upper left color in the Color Table in
Photoshop) might be any color. The vector color Table in Flash is
irrelavent; also note that the color table in Flash is customizable so
it's possible that the upper left color is not Black on some users'
Flash palettes.

This has no effect on an imported bitmap or its transparency.

Actually, you need to do this in the bitmap program before exporting the
image. Then on export from the bitmap program you set the Transparency
Export to Index Zero (upper left).

Then when you import into Flash and the Gif is transparent.

Hint: The upper left color in the Photoshop Swatches may or may not be
Index Zero. You need to go to the Color Table (Mode > Color Table in
PhotoShop 4.2) to determine what the Index Zero (0) color is.
