I don't know if this is the "correct" method but you could create a new
movie, then copy all the frames from the old movie, make a symbol in the
new movie and paste the frames in there.

The background size will be whatever your new movie's size is. It won't be
scaled, but once it is a symbol, it can be scaled on stage of the new movie.
