Not exactly, no, but this has nothing to do with flash per se. If you
relax the usage of frames your sample can be done in flash without
javascript. In fact if you want to find something you can't do in flash
without using javascript (or more correctly without fscommands) you will
have to present a challenge that involves capturing keyboard events.
This is the only case where you can not build a non javascript
replicant.

These 3 do not require using javascript and flash, only flash is needed.

Ah but you can do this inside Flash without javascript :), using a
button. How's this for a challenge ?

Having a background in Director and Authorware is not a good starting
point for working in Flash. You'll be tempted to find solutions that are
readily available in these two products but are solved in a different
way with Flash. Lateral thinking is the way to go with Flash.

You're best bet is something involving keyboard interaction. Build a
sample using this idea. You can also use something more simple like a
Flash clock.
