I believe the absolute limit on actions, of any sort is somewhere in the
region of 4000+ at any one time in a movie.

The important thing is they are passed in an order, from top to
bottom. i.e. if you have 15 actions in one frame in one layer they will
be passes in the order they are written in the action properties dialog
box. if you then had a further 150 in the next layer the will be passed
next, and also in the order displayed in the dialog box.

Its also worth noting that when allot of actions are used the
size they contribute soon builds up. anywhere from 2-6 bytes per action
a believe. To date the only time we managed to hit the limit on actions
passed was in the alphas of flash 3, when it was limited to 32 actions
at a time. You can see the work arounds we came up with in the FLA of
the BOMB in the spooky download section.
