Have you tried tracing that bitmap in Flash yet...? (You can do so either
manually or with the AutoTrace tool.)

FreeHand offers finegrained control over its AutoTrace tool, and also
exports directly to SWF. You should be able to trace pixels into curves
right in Flash, though.
