Check the format of the sound you're importing. If it's a format other than one of the formats we export (11.025, 22.050 or 44.100 kHz), Flash has to resample it to output it in the format you've chosen. This can cause sounds to end up playing higher or lower than you expect.
To turn off a sound in a particular layer, add a stop sound event in the appropriate keyframe for that layer.
