This is something I say on a regular basis. Do not import images into
Flash in jpg format. JPEG is a lossy format and always distorts the
image while compressing it. The more compressed a jpeg picture is the
more small artifacts are created. You should never recompress a picture
that was compressed previously with a compreesed format such as jpg.
This is especially true for Flash. The best jpeg compression is almost
always made from the original and not by recompressing a previously
compressed jpeg.
Usr bmp or pict formats for saving images while processing images to be
imported into Flash, and then import into Flash as a bmp or pict file.
The amount of reduction in file size made by jpg compression makes no
difference on the size of the working file of the image inside Flash.
And when exported by Flash to the swf file the artifacts created in jpg
compression will likely create a larger file size in the swf file.

These are not lossy formats. Gif has a maximum color set of 256 colors
si images that use more than 256 colors will be changed when saving to
GIF to limit the colors to a palette of a maximum of 256 colors. GIF
should not be generally used as a working format when you plan to print
to paper or for other uses such as TV where you don't want to limit your
picture quality to save bytes.
