LiveConnect is offered by Java-enabled Netscape 3+ browsers on PowerMac and
Win32.

ActiveX Scripting is offered by ActiveX-enabled Microsoft 3+ browsers on Win32.

No IE/Mac, no Win3.1, no 68KMac, no Java-disabled Netscape, no
plugin-enabled Microsoft, no (to my knowledge) other brands or platforms.

Background: Flash's FSCommand and API talk to and listen to the browser,
respectively. (In Shockwave this would be "externalEvent" and
"evalScript".)
Some browsers offer the ability to script its plugins/controls. In
Netscape browsers this ability is called "LiveConnect", and in Microsoft
browsers it's called ActiveX Scripting.
If you are doing such a project, please test each step individually
before combining them... this makes it easier to tell what's going on.
