FLASH: Why does graphic move up and down.

Hello I have a flash interactive animation with rollovers in it. I saved it

as an animated gif and when i open it instead of having interactivity it

jumps up and down. It works fine in quicktime and in flash but is there any

way to make a straight gif work for people who don't have the plug-ins of

quicktime and flash.
