Hi Brad,

Here's how to reproduce at least one instance of the bug:

Create a new Flash movie.
Add a second layer to the timeline.
Set the lower layer to "Guide."
Drag the upper layer so it's now below the guide layer.
Voila! The guide layer is now magically transformed into a motion guide.
