here's a possibility... the html page has a big blank area at the top,
that you see while the rest of the page (the actual content) loads
below, then a refresh timer that jumps to the <a name=> tag to focus on
the content after a reasonable amount of time has passed for the
loading. Who knows. *shrugs*
