FLASH: Farking actions won't work

I'm trying to get my animation to loop from frame 70 to frame 75, 4 times.

So to do this, I figured it would be very simple, and I would just put this on 

frame 75.


Set Variable: "counter" = counter + 1

    If (counter < 5)

      Go To and Play (70)

    End If


However, it will continually loop, and never stop.  I tried different things, like changing the Set Variable to be "counter" = 6, that way, it would theoretically NEVER enter the condition statement, right?....well, it didn't....I've done other tests with different condition statements, and it is ignoring ALL of my condition statements as if they were a comment.....it makes no sense.
