I have an easier way on photoshop...

create your rectangle, save it as a channel. Go to the channel and apply
gaussian blur (add as much blur as you want depending on how round you want
the corners). Now go to levels and drag the left slider to the middle and
the right slider to the middle.. now select your channel go back to layers
and fill it with our desired color.

If it's for Flash, it's easy to do by selecting the rectangle tool and
clicking the round-rectangle-radius button at the bottom. In
Illustrator, it's also easy--just choose the round rectangle option of
the rectangle toolbar. In Photoshop, AFAIK, you'll have to do it
yourself by adding a layer above the rectangle, adding a circle, erasing
all of the circle but the "corner", then erasing the rectangle corner
under it, then copying to the other corners. Yuk, painful--that's how I
do it, but would love to know if there's an easier way!
