I actually used a combination of the blur and feather methods. Thanx to
everyone that chimed in.

I have an easier way on photoshop...

create your rectangle, save it as a channel. Go to the channel and apply
gaussian blur (add as much blur as you want depending on how round you want
the corners). Now go to levels and drag the left slider to the middle and
the right slider to the middle.. now select your channel go back to layers
and fill it with our desired color.
