Hi Jim,

Is it possible that there are too many tweens happening simultaneously.
That could be killing the boat tween. I think the only way to tell
would be to put the boat scene without any water at all up on your site and
see if it tweens smoothly. If it is too many tweens then you could
maybe have the ship tween in on a flat horizon and with a static water
background and then pan the camera angle to give you your ocean
perspective with the moving water with a static boat in the forground. the
sail unfurl could occur after you zoom in to the mast.
I think you could have all your tweens but not at the same time though.

Just a thought. Sorry if I offend you. I thought it might be a possible
solution.Nice frigate by the way.
