Finally had a quick look at your ship animation.
You are skipping frames it appears and trhat is likely because the music
is set to stream. This will cause the animation to skip frames in the
animation to allow the sound to play without sound problems, dropping
animation frames to keep the sound running without fail.
Suggestions:
1) Stop the wave animation while ship is moving, or stop it very shortly
after it starts moving.
2) Try to reduce sound quality.
3) Try to use non-streaming sound. This will increase early (preloading)
load time but will actually reduce the file size.
4) Move to a second preload event with the ship very small on the
horizon and let it sit there for part of the preload time. The ship sit
and the waves roll while the last portion of the required preload. This
will reduce the frog jumping time and get the mode set. When the sound
is loaded, fade it in.
5) Stop the sea animation while the Menu is opening up and then resume
it.
6) Review the overall animation and reduce unneeded detail. You have
many things that are too detailed. Such as gradients that really can't
be seen where a simple fill would not change anyone's perception of the
image but yours.
7) Instaed of changing the whole ocean, try making changes to the waves
in a much smaller area near to the ship. After the ship settles and the
Menu unfurls you can involve larger areas of the ocean in the waves.

Hopefully some of these will help.
