I was just entering my usual backlog of stuff into the flashlist
database this morning, and remembered this posting from Matthew
Buchanan:

"I found I had far more success using the _framesloaded property than I
did with If Frame Is Loaded when working with preloaders."

Not particularly descriptive, but might be worth trying (assuming you
can use it on the main timeline as well as in movieclips).
