Below is an example of a 4 Stage Pre-Loader which can be easily

converted into a 10 stage Pre-Loader or one not using Movie Clips. 


Though I would hope you would use a little imagination and provide

preliminary content or a diversion, you can use this technique to create

an accurate Percentage Loader.


Here is a example of a 4 stage pre-loader.

Each stage of the pre-loading is triggered by the completion of loading

of a frame with a Movie Clip as detected by an 'If Frame is Loaded'

action.

Each of the Movie Clips in layers 1-4 have a Park Frame with a Stop

Action in their frame 1. This is one of the examples of pre-loading to

be included in the upcoming Flash Bible.
