FLASH: semi transparent layers

In Flash3, i know how to make a spotlight mask, but is there anyway to make it

so the alyer that the spotlight is on it sort of transparent? I want to creay

a spotlight, but i want to be able to sort of see whats beneath the spotlight

alyer before i do, thank in advance!
