This is all fine up to here.

The Tweens are in the Movie Clip.
In this first version of the Preloader all of the elements are set up to
use a common tween effect.
The 'Movie Clip' version of the Preloader (which will likely be out this
week) will work with individual symbols (usually movie clips) with no
common tween effect. The second version is meant for use when your
loading elements do not need a common tween and are either static or
have their own effects.
>From what you describe the Movie Clip version will likely be more
suitable for your purpose.
