What matters is not so much the frame rate as the rate of content delivery.
If you do a Test Movie and use the bandwidth profiler, you can determine
how much content is streaming and whether the rate of stream exceeds the
bandwidth at a given connection. 28.8 is the default for this display, but
you can change it. With any given animation, the faster you play it, the
more demands you make of the Internet bandwidth, but only while the movie
is being accessed the first time (after that, it's likely to remain in the
user's browser cache). But you could have a very low frame rate in which
you load a large bitmap every frame, in which case there wouldn't be time
for everything to load and keep up with the streaming sound, or a very high
frame rate in which very little graphic content needs to be loaded, in
which case you'd have no problem. By setting sound to stream you ensure
that the animation keeps up with the sound, frame-by-frame, but Flash may
have to drop the animation from some frames in order to achieve this. If
sound is not set to Stream, and content delivery cannot keep up with the
movie's demand, the movie will hold up while content is loading.
