I thought it may be a possibility because the transform inspector allows you
to manually tweak skewing under the rotate box.....but hey....so we can skew
things by hand but not by script.........the same with colour (tints). I
assume the code is there, it's just not been implemented yet...maybe
something for flash 5

You assume incorrectly. It is not there because it is not a supported
feature.
In Flash 4 there is no Skew (or Color) properties for Movie Clips.
