No you can not dynamically change the behaviour of a graphic. You could
move to a frame where you have changed the symbol's behaviour. Before
you change behaviors you need to investigate all the consequences.

But if you want to stop all sounds there is an Action to Stop All Sounds
it is in the Button and Frame Actions and not in the Sound dialog.
