If you post a URL we can check to see if MIME is set. That's a likely
culprit. Another possibility is that you are using TellTarget to call a
frame that has not yet loaded. Need more info to tell.

Put the If Frame Is Loaded or Frames Loaded several frames into the movie,
to test how fast things are loading. You may also want to put additional If
Frame's further into the preloader at points where you want to skip the
remained of the preloader if the main content is sufficiently loaded by
that time.
