Just a small note, PNG format is also pretty good. I use Fireworks and
then import the png file into Flash. Flash does recognise the
transparency in PNG files which is a big bonus and Fireworks is a
Macromedia product. All hail Macromedia! =)

About the vector formats:

I'm working on PC and usually I plan and draw the scene (with all it's
element's) for Flash in Corel Draw. Then I "Copy" element in Corel and
"Edit -> Paste Special" in Flash.
It works fine. No problems. No bothering about the format. Very simple,
quick and effective.

About the bitmap:
I prefer .gif for it's small size and "controllability" (fixed color
palette, dithering, transparency etc)
But posiibly it's my prejudice. (I'm classic web-designer or
html-designer. :) ).
