jd gave the reasonable approaches I think:
1) let a flash movie send users to the right place. that would work
for IE.
2) send the user to a page that explains the situation (flash can't be
detected) and asks them to manually enter the site.
Perhaps another alternative is to send users of Mac IE4 to the Flash
content and have a small HTML link which says something like:
"Can't see the animation? Click here for help."

Nope. Generally, the PC experience is pretty seamless. IE4 even
performs autoinstallation of the ActiveX control when it's not present.
