According to MapX's 30-day trial (available from http://www.mapx.com), the program supports the following file formats: GIF, JPG, TIF,PSD, and PNG.
Flash 3 supports GIF, JPG, and PNG. Any of these bitmap formats should be able to be imported into Flash. I would suggest that you then use the Trace Bitmap function to reconvert these maps into a vector format.
I had a bit of trouble getting MapX to install (everything installed but the application), so I can't test this myself. I'm sure the MapInfo people would be happy to help you out further.
