Hi Michael
This has been a problem since version 1 when Flash was Futuresplash. I do
not know what causes it but I wish MM would fix it.

Soap Box: I realize that Flash's strong suit is vector art and animation.
For size and performance it is not a good idea to rely heavily on bitmaps.
However bitmaps are a feature of the program and as such they need to be
better supported.

In the past I have documented and others have encountered the less than
stellar implementation of JPEG compression in Flash. This problem that you
mention is yet another that needs to be fixed, especially since it has been
in the product so long.
