Bruce,
You're talking about a kind of noise. So sound quality is not critical.
You can record it yourself with a cheap mic, any recording software (such
as the Win95 standard Sound Recorder) and, of course a TV. You don't even
need a TV antenna :-). And you don't need 10 seconds; use 1/2 to 1 second
and loop it in Flash. Heck, you could probably record silence using a
cheap sound card and boost it until the background noise of the card is
loud enough.
