Are you trying to access the file on a local hard drive or directly from a different server? If you're trying to access your HTML page from your hard drive, you have to use the Personal Web Server and access it using a valid URL, such as
http://localhost/myfile.html
If you try to access the HTML file using a file reference, such as
file://Macintosh HD:Web Files:myfile.html
it will not work. This is a bug in Microsoft Internet Explorer for the Macintosh, in my opinion.
