As far as I know (and I could be wrong) the separate levels do not recognize positions on the page.


Make your Level 1 the same size as your Level 0 movie and just place the actual animation in the proper place as if the stuff on Level 0 were present. The best way I have found to do this is to go ahead and copy the level 0 stuff onto the Level 1 movie and make it a guide layer. That way you can see exactly where you want it placed.
