Check out http://www.radgametools.com/smkmain.htm this is a utility for
converting video to BMP and other formats frame by frame then you could
import these frames and auto trace them in Flash.

You could possibly even convert the video to a very small palette to give a
postersied effect then that would cut out a lot of the conversion process.

I have used this software for a brief Flash video test, seens to work fine
www.worksmc.com/video this is just a load of bmp files playing in a row.

BTW the software is free and available for PC and Mac.
