If you are creating graphics for Flash then Flash is the best place.

Second best and as auxillary programs to create more complicated shapes

would be either Freehand or Illustrator (with the new Flash writer).

Depends on a lot of variables. 

What is best for import into Flash would be something with vector output

but there are no great solutions for 3D for Flash yet.
