Try using "start" for the sync type rather than "event" or "stream." Not
sure if this will work in a resize situation, but the purpose of "start" is
for the sound to begin only if it's not already playing.

Yes. Use Telltarget:
Begin TellTarget (target: _level1)
Go to and Play (label:spin)
End TellTarget
Notice how the target is designated by the level into which the movie was
loaded.
