any video editting package Premiere, After Effects or try www.tucows.com for other suitable applications. You will however loose quality converting the movie. Not sure what you want to do with it but you can also open an avi in Imageready and save it as an animated GIF which can then be imported to flash if you are just looking at using parts of the animation?
