You could setup each laptop as it's own web server
with Microsoft's PWS for instance, and run ASP with an
Access database. That way, they'd use their web
browser and the flash/asp app as their application.
All the data would be stored in Access, which could
later be ported to or consolidated into SQL Server (or
other DBMS of your choice).
