Hold down control (PC) and drag the key frames of the second tween along 20 frames to the right. Start with the right most keyframe. Just make sure that the playhead is not on the frame you are trying to drag.

Excuse my ignorance but I'm getting in a twist trying to manipulate frames
in an existing movie.
I'm trying to insert a series of 20 frames between two tweens but I can't
seem to do it without blowing the subsequent animation apart. I just want 20
frames of no motion and then for the second tween to take off.
I realise this is a request that should be able to be solved with the use of
the manual but I can't seem to work it out.
