Actually, it's easier to think of it like this:
1) Most Inspectors where you can set a color now have a popup for your
current Swatch.
2) If you want a color that's not in your Swatch, then you can use the
eyedropper or mix it fresh in the Color Mixer.
This holds true across various Inspectors, such as Stroke, Text, Gradient
or other Fill... you can set a semi-transparent color from the current
Swatch, or you can mix a new semi-transparent color fresh.
(Sidenote: To ensure consistent color styles across projects, it can be
very helpful to make a single Swatch that is saved and loaded into the
various movies.)
