I would have to know how this "soldier" is going to be depicted before I
could decide on what software to use.
A cartoon-style character could be done with just Flash:

A fully 3D rendered character would be best done in StudioMax3D and the
plug-ins, but who's going to run Max?
Is there someone on staff that can dive in and create characters and
animation? If not, you have to take the time to (hire and) train someone,
and Max ain't easy... I have it, and I've barely made a dent in it. Does the
project allow you enough time to do this?
I'm sure there numerous other questions that have to be answered, but these
are my thoughts right off the bat...
