I think that this would need to be spelled out ahead of time, contractually.
If the client does acquire the working files then there would be another
charge for this. From a design pov, clients don't generally own the sketches
or working docs which is what the fla file is.
I haven't read up on this but it might be a good idea to check out the
American Institute of Graphic Design, AIGA, design standards.
Generally speaking in the design world, however, the client is buying the
final result. When we have clients who want to original files, we come up
with a cost for that.
