FLASH: button sound problem.

I'm having a problem with button sounds.  I have a sound in the over frame on 

a separate layer and sound on the down frame on a separate layer.  Both set 

to "start" synch.  The over sound is a little longer and when I press the 

button the down sound plays but the over sound continues to play as well.  

Why won't this stop?  I've had problems with the sync setting before, like 

this and it's very frustrating.  Also shouldn't the over sound stop on 

roll-off.  I need that to happen as well and that';s just not working.  I 

tried using an on roll-out stop all sounds andit worked great but killed the 

background sounds on a coworkers lower levels that my movie was loaded into.
