I scanned in some of my pen and ink drawings...
through Photoshop...
into flash....

I think you could probably get more detail with Adobe Streamline...


I don't know if there is software that allows you to draw frame by frame
animation?

I don't know of any...

Try Flash. Seriously... its painterly vectors are the best-tuned for this
type of work.
