In fact, what do you think your boss wants?
If it can be said - "its usable, because of... bla-bla-bla" - and you can give him valuable arguments _he would like_ (but with sense needed to you), I think needed consensus will be achieved.
As for me, personally, pop-up windows in most cases would irritate,
but I solved this by using NetCaptor - browser, in fact on IE drive, which opens every new window as a tab, not a window itself.
So, my opinion is: You want to have usable and nice site, the main tendencies are to use standard browsers (IE & NN), and pop-up windows generally irritate, so why do we need use them (pop-ups)?
