This sounds like "What can I tell visitors who aren't permitted to modify
their browsers?" If so, there could be a variety of things to point out:
-- If they don't have the Macromedia Flash Player installed, then they'll
likely notice differences on many many sites, not just yours.
-- IE/Win security restrictions are great for preventing naive computer
users from accepting bad ActiveX Controls. But that's a little different
than the Macromedia Flash Player, which is a well-recognized ActiveX
Control. The IS department there might wish to do a full browser
installation, or even license it for internal use:

-- If someone cannot download a player over the net, then it's available
on their browser CDs and operating system CDs... just doing a more complete
software installation on that protected computer can get them what they
want.
-- If someone is on a company computer that does not permit the Macromedia
Flash Player, then the company might not want people spending their
workhours visiting websites around the world.... ;-) (In other words, the
symptom may be intentional.)
