Bruce -

in PhotoShop create a document with a 50% grey background then go to
filter->noise->add noise and do 25/Gaussian/Monochromatic. Create 3 or 4 of
these frames and animate 'em.

Alternatively, if you're working with a Mac you can grab
http://hyperarchive.lcs.mit.edu/HyperArchive/Archive/gst/grf/pshp/sucking-fish.h
qx from the InfoMac archives... one of the (free) filters in this set is
called 'midnight tv' and does exactly what you're looking for.
